For all I know, I don't think a Win16 version of Winamp exists/existed. BUT you could try Winamp Heaven! for old verions of Winamp. (I don't think there is a Win16 version there.)
Alternatively I found an MP3 player called IIS WinPlay 3. It is for 16 bit Windows 3.1(1) users.

It looks a little bit like Winamp too! I actually like it!! (If anyone interested it works with Windows 9x/Me too).
WinPlay 3 works very much like Winamp. At first, it looks like a normal window, with some displays and play/stop etc. controls. If you double-click in the bottom-right corner, it loses the Windows-Style titlebar and becomes a slick little box, like Winamp. It's got a grey sheen look. The sound quality is very good. I'm impressed! And especially for a Win16 MP3 player!
There are some basic audio quality controls:- 486/Pentium class machine, 8/16 bit, Full/Half/Quarter frequency, and Stero/Downmix. Sadly, there is no playlist.
BUT IT IS BY Fraunhofer! By Fraunhofer! That's why it is efficient and high quality sounding. You're in for a treat.
(Fraunhofer is the creator of MP3 and MPEG technology).
So there you go. Try it, love it or hate it, and see what you think. I think it is a good solution, for your problem.
